Zafar Farooqi

Zafar Farooqi brings decades of experience to every type of project. He has extensive experience in constructing major projects from inception to completion.
As Vice President of East Coast Operations for Blake Construction Co., Inc., Mr. Farooqi provided on complex structures for both the public and private sector. He directed the satisfactory completion of such diverse projects as the U.S. Holocaust Memorial Museum, the Physical Sciences Laboratory for the Army Corps of Engineers, the Fairfax County Adult Detention Center, and over five million square feet of hospital, medical center and laboratory facility construction. In addition, he managed and supervised construction for 16 underground subway stations for the Washington Metropolitan Area Transit Authority (WMATA).
Zafar started his career as an assistant project manager at Blake Construction Co., he quickly became an essential part of the management team. He has received a B.S. in Civil Engineering from The George Washington University (GWU). He later added an M.S. in Civil Engineering/Construction Management, also from GWU. He was promoted to Senior Project Manager, Assistant Vice President and finally Vice President.
During his time at Black Construction Co, Mr. Farooqi acquired special expertise in the areas of delay analysis, dispute resolution and litigation support. He has used CPM scheduling to determine causation and recovery on over $1 billion dollars’ worth of construction projects and has performed direct oversight for the preparation,submission and negotiation of delay and impact claims involving agencies such as The U.S. Army Corps of Engineers; NASA; the U.S. Navy; WMATA; the Federal Bureau of Prisons; the GSA; The Veterans Administration; and state and local governments for the Commonwealth of Virginia,the District of Columbia and the State of Maryland.
Mr. Farooqi has testified as an expert in the Courts and in arbitration hearings on construction project management/administration, project scheduling, and construction costs and claims. He has given seminars to contractors on project administration, project management, and claims avoidance. He has also prepared and submitted expert reports relating to schedule delay analysis and time impact claims as well as contract interpretation and differing site conditions.
Mr. Farooqi provides added value to clients on schedule delay and impact analysis issues. He has experience preparing, submitting and negotiating claims for projects as varied as hospitals, sewage treatment facilities and prisons. His list of clients includes The U.S. Army Corps of Engineers; NASA; the Veteran’s Administration; the Federal Bureau of Prisons; the Washington Metro Area Transit Authority; Howard University; Republic Properties; and state and local governments for the Commonwealth of Virginia and the State of Maryland.
